Not economically active population

In the 3rd quarter of 2011, 3 929 700 persons not economically active of all age groups were identified in the Austrian Labour Force Survey (LFS) which divide into 2 230 800 women and 1 698 900 men. This number relates to the population of all age groups living in private households and comprises those persons who were neither employed nor unemployed according to the Labour Force Concept (ILO definition). Retirees represented the majority of not economically active with 1 702 400 persons, followed by children under 15 years of age (1 226 000). A further 355 700 people aged 15 and over were in education and 368 300 people were housekeepers. 92 100 people declared themselves unemployed, but did not meet the Labour Force Concept criteria and therefore were included in the category of not economically active. 35 100 people were on parental leave (without a valid employment contract) in the 3rd quarter of 2011. 98 500 people were long term incapacitated, while 51 600 people could not be assigned to any of the groups specified.

Significant gender differences could be observed: Persons who exclusively ran a household were almost only women (358 300). Far more women than men were pensioners (928 300 as opposed to 774 100), which can be attributed to longer life expectancy and the lower retirement age. Women also outnumbered men in the group comprising schoolchildren aged 15 and over (without apprenticeship) and students (200 100 to 155 600).

1 361 900 not economically active were between 15 and 64 years of age, of whom six of ten are women (852 200; 509 800 men). In comparison with the 3rd quarter of 2010, the number of not economically active in this age group has increased (+15 200). This corresponds to a slight increase in the population of this age group in private households. As expected, the number of not economically active was lowest among middle aged persons (25 to 54 years of age).

In the average for 2010, the LFS showed a total of 3 975 000 not economically active of all age groups (1 721 900 men, 2 253 100 women). The corresponding figure for the age group of 15 and over was 2 736 700 (1 087 500 men, 1 649 200 women), and 1 397 200 for persons aged 15 to 64 (532 900 men, 864 200 women). As the complementary variable to economically active population, the number of not economically active decreased over the last few years (The increase from 2003 to 2004 is partly attributable to the restructuring of the LFS) Over the past year, an increase of 15 400 not economically active aged between 15 and 64 was noticeable.

Note: Following the Labour Force Concept (ILO definition), a person is considered to be employed if he or she worked for at least one hour in the reference week, or did not work due to holiday, illness, etc. but is normally in employment. A person is considered to be unemployed if he or she is not employed in the above sense, is taking active steps to look for work, and is able to start work at short notice. In the subsistence concept, respondents specify their social status themselves. In principle, the data relates to the population living in private households without persons performing military or community service. People with valid employment contracts who are drawing maternity/paternity or child benefit are included in the category of employed persons.
